Workflow Process / Siebel Operation Unable To Update Primary Activity Owner (Doc ID 2044716.1)

Symptoms

SIEBEL VERSION:
Siebel version : 8.1.1.11.6
Database version :
OS version : OLE 6

ISSUE STATEMENT:
Customer is using a Workflow Process with Business Object 'Service Request', to insert an Activity (Action BusComp).  It is a requirement to set the Category, also the Primary Owned By.

An error is reported during the step execution :-

ERROR:

Error updating business component at step 'CreateActivity'.(SBL-BPR-00187)
--
This error is returned when the workflow/task is executing the Siebel Operation business service.(SBL-BPR-00100)

An error has occurred picking the current row.

Please continue or ask your systems administrator to check your application configuration if the problem persists.(SBL-DAT-00292)

The ability to delete records is not available in this screen or applet.(SBL-DAT-00278)
