Service Region Transfer Fails For Activities With Skills

Database version :
OS version : Windows 2008
Customer is performing a Service Region transfer from Siebel to Oracle Realtime Scheduler (ORS). Activities with Skills are not transferred because the matching Skill cannot be matched correctly in ORS. Note that performing a regular appointment booking works without issue for the same skills.
The error reported by ORS is:
"No Skill matching External Identifier [Skill Name] found"
