Workflow Policy Is Triggered For Multiple Accounts

We have a configured a workflow policy based on Account policy object and have defined the conditions in such a way that if any update happens on S_ADDR_PER table, the policy should get triggered and a workflow process based on Account Business Object is invoked.
If the updated address is associated with 3 different accounts, the workflow is executed for all three account records.
We want the policy should be triggered only for the current account under which the address is being updated. And not for the other accounts though these account are also associated with the same address.
Please note that we have used all OOTB Account workflow Policy object and Account/Indirect Address & Indirect Address policy components to define our workflow policy and its conditions.
