BIP Integration Issue with LDAP Authentication

On : 22.214.171.124.11 [IP2013] version, Reports integrated with BIP 10g 10.1.3.4
Customer has installed/configured BI Publisher and integrated with Siebel CRM (Life Sciences) using LDAP authentication. This works fine when logging into Siebel using SamAccountName against LDAP to authenticate.
Customer has a requirement to change the login name to email address and send mail attribute to LDAP to authenticate (LDAP returns SamAccountName) to Siebel which matches the Siebel User Name. Using the mail attribute to login to Siebel works as expected but as soon as I switch the authentication attribute to mail BI Publisher integration no longer works.
SBL-EAI-04308: Operation 'uploadReport' of Web Service 'http://xmlns.oracle.com/oxp/service/v11/PublicReportService.PublicReportServiceService' at port 'PublicReportService_v11' failed with the following explanation: "java.lang.SecurityException: /SiebelCRMReports/Account List.xdo".
The issue can be reproduced at will with the following steps:
1. Set up Siebel/BIP integration with LDAP Authentication for Siebel, BIP Server is defined to use Siebel Security
2. Define the Login name to email address and send mail attribute to LDAP to authenticate
3. Try Upload a report
4. the report fails with the error described
The issue has the following business impact:
Due to this issue, users cannot upload reports.
