Time Zone not Populated when Switching to Calendar of Different User in Open UI - Non-ENU (Doc ID 2050061.1)

Symptoms

ACTUAL BEHAVIOR
---------------
In the calendar view "Time Zone" setting not auto populating based on the "User preference time zone" Setting. It is not working in Non-ENU Open UI application

EXPECTED BEHAVIOR
-----------------------
In the calendar view "Time Zone" setting should auto populating based on the "User preference time zone" Setting

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

  1. Log in to IP2014 Non-ENU application
  2. Navigate to "HI Activity Calendar View"
  3. In the upper right corner, click the settings icon
  4. Observe the field "Time zone". It should be populate with default user preference "Time Zone" value. But is not happening 
  5. This issue happening only on Non-Enu Open UI application.
