IP2015.2 IRM From 14 To 15.2 Hangs with MSSQL (Doc ID 2051624.1)

Symptoms

IP2015.2 IRM from 14 to 15.2 hangs

The IRM Ipack Deployment Wizard - Create Repositories & Merge is not responding for more than 6 hours. Its 17 hrs and the logs stop being updated at 11 hrs. The siebdev.exe its static on memory used, no db activity and IO activity.

In ProcessExplorer.exe (MS) we see a thread using one core.

Customer is using Microsoft SQLServer 2008 R2

Dump files shows following stack:
