Failed To Load EIM Configuration File (IFB-File) After Upgrading From 8.1.1.11.0 To Siebel Patchset 15.0 (Doc ID 2051855.1)

Symptoms

EIM fails to execute using the same ifb-file from a previous Siebel version (or patch level) when comments are included in the ifb-file.
