Unable To Open .toc File While Synchronizing (Doc ID 2055556.1)

Customers Reported issue: In production , When a user tried to synchronize his local DB, he received an error message : "SBL-DCK-00154: Lecture impossible : Erreur d'ouverture du fichier de transaction 13.toc contenant la table des matières"

For the moment it is blocking problem for him.

PLease advise us how to resolve this problem.
