(How) Can We Limit The Number Of Siebel Sessions Per User?

Goal
We need to limit the number of sessions that a user with the same ID in Siebel can have at the same time.
To achieve this, we have created a profile named TEST and adjusted the SESSIONS_PER_USER = 3 parameter, but it does not work, when performing access tests, allows more than three concurrent sessions to Siebel with the same ID.
According to Doc ID 745752.1 it´s necessary to configure the database parameter RESOURCE_LIMIT to TRUE.
The question we ask and what worries us is:
- If we configure the database parameter RESOURCE_LIMIT to TRUE, Will it affect all users of the database?, Or will only affect users having profile TEST assigned?
