IP2015: Chat Frequently Used Text Applet combo not working correctly

The field combobox on the Frequently Used Text chat applet does not present any values. Writing the field name manually works and sometimes causes the combobox to refresh. Reproducible in vanilla.

In OpenUI, when the user wants to make a query under the "Pick a Frequently Used Text", he should be able to select values like Name, Channel Type,
Template Type etc. as query criteria (Chat UI Frequently Used Text Pick Applet OUI - List - List Column).

The issue has been reproduced in both 15.2 and 15.3.

In HI it works as expected.

1) Simulate an incoming chat (as per How to Enable Chat Simulator for Siebel Chat Testing (Doc ID 1919391.1)).
2) After accepting the chat, access the Frequently Used Text functionality.
3) Try to select some values as query criteria, by clicking the dropdown arrow.

The issue has the following business impact:
Due to this issue, users cannot use the frequently used text and frequently used URLs functionality for chat.

As a workaround, the user can type-in the value criteria and the query will detect it.
