FormSection background color is not changed in Employee Detail Applet (Doc ID 2059407.1)

Symptoms

 You can change the FormSection background color by modifying theme-aurora.css file. But it does not work in Employee Detail Applet ([Site Map]->[Administration - User]->[Employee]).
