IRM to 15.0.0.0 fails with "Unable to connect to database" error (Doc ID 2060547.1)

Symptoms

When upgrading Siebel 8.2.2.4 (or other lower version)  to 15.0.0.0 , the IRM process  is getting stopped with "Unable to connect to database" error appearing in Siebel Tools.

The following errors can be seen also in the logs :
