How To ensure requests are distributed amongst all Servers in an Enterprise avoiding an OM near to MaxTasks level?

We have WfProcManager on 10 application servers on one Production Enterprise but when one of them has reached its MaxTask trigger, when this happens the WfProcManager terminates. Is it possible to redirect tasks to other WfProcManager processes on other servers avoiding the OM that has reached its MaxTask threshold?
