View with only one small form applet has unnecessary vertical scroll bar in Open UI with IE11 (Doc ID 2062824.1)

Symptoms

There is only one form applet in a view. The height of the form applet is small enough in the browser window so there should not be any scroll bar. But actually it has a vertical scroll bar if the browser is IE11. Other browsers do not have the issue.
