SBL-SEC-10008 Login is not allowed ... reported by ServerMgr component when the srvrmgr attempts to connect to Siebel Application Server

Information in this document applies to any platform.
Siebel Server Manager Command line utility (srvrmgr) used to manage the Siebel Application Server configuration.
The following command was used: srvrmgr /g <Gateway Host:Port> /e <Enterprise> /s <Server> /u SADMIN /p <SADMIN password>
svrmgr fails to connect to Sebel Application Server. Reporting Error.
It reportes "handsgake failure"
At same time the Siebel Application Server master log (<Enterprise>.<Server>.log) traces following for the "ServerMgr" component:
