SBL-SEC-10008 Login is not allowed ... reported by ServerMgr component when the srvrmgr attempts to connect to Siebel Application Server (Doc ID 2063390.1)

Symptoms

FUNCTIONALITY:
----------------------
Siebel Server Manager Command line utility (srvrmgr) used to manage the Siebel Application Server configuration.

The following command was used: srvrmgr /g <Gateway Host:Port> /e <Enterprise> /s <Server> /u SADMIN /p <SADMIN password>

ISSUE:
--------
svrmgr fails to connect to Sebel Application Server. Reporting Error.

It reportes "handsgake failure"

At same time the Siebel Application Server  master log (<Enterprise>.<Server>.log) traces following for the "ServerMgr" component:

ServerLog ProcessExit 1 ...  ServerMgr ... SBL-SEC-10008   Process ... exited with error - Login is not allowed at certain times or from certain machines due to the security policy.  Alternatively, your account has been disabled due to excessive failed login attempts. Please review your company's security policy or contact your system administrator for assistance.
