Symptoms

On : 15.0 [IP2015] version, Configuration - Dev Env

ACTUAL BEHAVIOR
---------------
Composer does not open.

EXPECTED BEHAVIOR
-----------------------
Composer should open.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Siebel Composer.
2. Query for the Contact BC.
3. Check Inactive Flag to True.
4. Publish the changes.
