Symptoms

Installing patch set 3 of IP2015 is not deploying the 23048 cab files 

Patch is deploying 23044 dlls inside 23048 cab files


Steps to reproduce:
------------------------
1. Installed patch set 3 on top of Patch set 2 on Ip2015
2. Cab file being deployed is of patch set 9 of IP2014.

Environment:
------------------
Linux x86-64
Siebel 15.3
