DbXtract job fails with error SBL-SCL-00139: Internal: preprocess of decryption input failed

Steps to reproduce:
---------------------
1.ran Gennewdb
2. DBxtract fails with error

Actual Behavior:
--------------------
we are trying to extract DB for developers on IP 2015 its failing with following error SBL-SCL-00139: Internal: preprocess of decryption input failed.
do i missing some parameter in components?

Expected Behavior:
-----------------------
DbXtract should run without any issue

Siebel 15
