UCM Web Client Not Working After Password Change (Doc ID 2066867.1)

Symptoms

On : 8.1.1.7 SIA [21238] version, System Admin

ACTUAL BEHAVIOR
---------------
After changing the password for anon user in various level, web browser prompts "Do you want to open or save start.swe" without showing the login page

EXPECTED BEHAVIOR
-----------------------
After password change, the web browser should show the login page for the user to log in

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. srvrmgr- change enterprise param password to the new password.
2. update ISSDataSrc in UCM application (Enterprises, profileconfig)
3. DBA password change at DB level.
4. bring up IIR and refresh the system.
5. OHS modify the 2 config files with the new password.
6. restart all servers.
7. Access the URL
8. Prompt is displayed
