Applied Promotion Is Not Added To The Order (Doc ID 2067716.1)

Symptoms

On : 8.1.1.11 [IP2013] version, Patchset 8, when a promotion is applied to an asset, the new promotion is not added to the order.

Customer test case was as follows:

One root product with 2 relationships (R1 and R2).
Inside R1 two different products (P1 and P2)
Inside R2 one product (P3)
create a constraint for mutual requires between P1 and P3
One Bundle Promotion(BP) that only allows P2 inside R1.

An active asset exists with P1 and P3.

When applying the bundle promotion BP. it is not added to the order.
