Siebel Remote: Database Extract (DbXtract) Jobs remain on 'Queued' status indefinitely (on IP 2014 and IP15) (Doc ID 2067877.1)

Siebel Remote / Replication / Anywhere - on version: 8.1.1.14 [IP2014]

ACTUAL BEHAVIOR
---------------
On a Development environment the following steps were applied from Bookshelf Guide - Developing and Deploying Siebel Business Applications.

All steps up to 'Generating the New Database Template' were completed successfully.
Following this, for step - 'Extracting the Local Database', the job was created with required parameters - but Job remains in 'Queued' status.

Further checks performed:
- ensured that Siebel Remote component group was enabled and that all the Remote components were online/running;
- synchronized the Batch components and restarted Siebel Server;
- based on some Community thread suggestions use of PDbXtract component was also tried - but the job also remained in 'Queued' Status and never changed to Active state.

Eventually all the jobs were cancelled.


EXPECTED BEHAVIOR
-----------------------
DbXtract or PDbXtract jobs submitted should start and complete fine.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, Developer users cannot have their Local DBFs extracted and initialized.
