Siebel 8.1.x JPN Emails Are Not Getting Set To ISO-2022-JP In Outlook using Open UI /HI the way it was in Siebel 8.0 (Doc ID 2068043.1)

Even after setting the configuration to ISO-2022-JP for Japanese Notification we still notice that the character set in email is UTF-8

It works fine in our existing PROD environment which is Siebel 8.0 Environment, however it does not work in Siebel 8.1 Open UI Environment.
Attached email has the details sample from PROD(8.0) and TEST(8.1)

Also we have set the 'Japanese Notification' Character set to ISO-2022-JP under 'Communications Drivers and Profile'. Even then the emails are still UTF-8

Symptoms

 Even after setting the configuration to ISO-2022-JP for Japanese Notification we still notice that the character set in email is UTF-8 in Outlook
