Synchronizing Webmaster Files Changes File Permissions to Read-Only (Doc ID 2068215.1)

Symptoms

On : 15.3 [IP2015] version, System Admin

ACTUAL BEHAVIOR
---------------
Since installing IP2015 PS3, when webmaster files (under siebsrvr) are synchronized on the SWSE directory (under public/enu/...), synched files on SWSE see their permissions overwritten.
All files (images, css files,...) permissions change to "read-read-read" (r--r--r--).
The consequence is that further updates cannot occur because of the read permission set at the owner level.


EXPECTED BEHAVIOR

Synchronizing webmaster files should not change file permissions

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Restart the web server or use the SWE command UpdateWebImages to manually refresh the files on the Web server.
2. Check the file permissions in SWSE/public/enu - they are read-only.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, the affected files cannot be updated when UpdateWebImages command is run again.
