Symptoms
On a Development environment, when trying to extract a new database, the Database Extract (DbXtract) component exits with errors.
The Job was submitted from UI with parameter - Client Database encryption method=None as the local DBF encryption or password encryption are not needed in this environment.
ERROR

SBL-SVC-00163:
Error :The key database can not be accessed.
Please make sure that the key database file exists.
On IP 8.2.2.14 [IP2014], Database Extract fails with:
