How to keep CTI Toolbar button Logout enable when the user is on a call for Avaya IC Driver?

How to enable the Siebel CTI Toolbar login button in order to show up enable all the time, even when the user is in ACW (After Call Work) status or when the user has a call running?
This is happening with Siebel CTI integrated with Avaya Interaction Center 7.3.2. Currently while the user is on a call or ACD mode the Logout button is disabled. Business requirement is to have it enable all the time.
