Outlook Add-In Installer Fails In IP15 an IP16 (Doc ID 2071284.1)

Outlook Add-In installer in the IP15 and IP16 folder fails to complete the installation of the new version with the error message:

"Setup did not find any instances for this patch.  Please install Siebel application before attempting to apply a patch"
