Symptoms

On : 8.2.2.3 SIA [23021] version, Loyalty

Update Program cache not always worked.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
At first a custom attribute is created and then a promotion.
The created promotion is not active at first.
At last step of my wf I activate it with standard workflow process, named "LOY Activate Promotion Process", which on last step obtain a business service step, named "LOY Cache Manager Update".
