Siebel Enterprise Configuration fails on Siebel on OEL6

Gateway was configured, up and running.

There are no errors in the config log file

The issue can be reproduced at will with the following steps:

1. Install gateway and configure

2. Verify gateway is running

3. Verify 32bit Oracle client is installed and database connectivity

4.  Configure a new enterprise using Configuration Wizard

The issue has the following business impact:
Due to this issue, cannot proceed with Siebel configuration
