Siebel Barcode and IP15.3

We have upgraded from 8.0 to 8.1 IP15.1 and are having an issue with our Barcode in Open UI. We have a view in our CG application that allowed our remote reps to scan barcodes to create order lines. In 15.1 the Barcode enabled buttons are blank and proper field to enter data on does not appear on the drop down unless I execute a query first. There is also what look to be a search box next to the barcode tool bar. I've attached a picture. I have gone over the setup requirements and the barcode toolbar is working fine in the vanilla service request applet. This functionality is vital to our application as it is the primary way 75% of our users enter their order lines.

Barcode should work correctly on IP 15.1 in Open UI.

The issue can be reproduced at will with the following steps:

1. Log into econsumersector_enu as SADMIN.

2. Go to Administration - Service > FS Barcode Mappings. Click on + to
create a custom barcode mapping. Customer's barcode mapping is created on
customer applet and view, here it is:

Applet Name: Test Order Part Line Items List Applet
View Name: Test Order Part Line Items List View
Field Name: Test UPC Number
Entry Mode: DPC Number Entry
Process Mode: New
Application Name: Siebel Consumer Sector

Customer finds a vanilla applet and view and UI that's like their custom one
and can reproduce the same behavior. Here is the barcode mapping:

Applet Name: Product Defect List Applet
View Name: All Defects List
Field Name: Defect Number
Entry Mode: Asset #
Process Mode: New
Application Name: Siebel Consumer Sector

3.Relogin to econsumersector_enu, I see barcode toolbar for Asset# when I
navigate to:
Quality > Quality Administration > Change Request List > All Change Requests

4. I manually enter barcode by doing ctrl + \ + Asset1234 +ctrl + \, it does
nothing, barcode is not functional in that view with blackened buttons. So I am able to reproduce the same behavior as customer's.

In order to make sure other applets works in econsumersector_enu, I tested
with Asset # New on All Assets, Service Request Find on All Service Requests,
Asset New on Service Request, Asset Update on Service Request, which are
created by copying Siebel Field Service application's, they all work
