Getting No DNS Found in Server Manager

On : [IP2013] version, Installation

When attempting to access Siebel Server Manager via command ..\SIEBEL_ROOT\siebsrvr\bin\srvrmgr /e ENTERPRISE_NAME /g GATEWAY_NAME /u USER_ID /p PASSWORD
the following error occurs:


SQLTraceAll SQLTraceAll 4 00000007562e11bc:0 2015-10-27 01:21:00 No DNS found
SecAdptLog Debug 5 00000007562e11bc:0 2015-10-27 01:21:00 username=SADMIN : authentication failed for unknown reasons

The issue can be reproduced at will with the following steps:
1. Open an command prompt window
2. Change to directory, ..\SIEBEL_ROOT\siebsrvr\bin
3. Run command, srvrmgr, /e ENTERPRISE_NAME /g GATEWAY_NAME /u USER_ID /p PASSWORD (for security, ENTERPRISE_NAME, GATEWAY_NAME, USER_ID, and PASSWORD were used instead of actual values)

The issue has the following business impact:
Due to this issue, Siebel Administrators cannot move forward in their project to implement Siebel Open UI.
