New Siebel Server Fails to Start: SBL-SMI-00153: SRBroker NOT READY (Doc ID 2074605.1)

Symptoms

On : 8.1.1.11 [IP2013] version, Installation

When attempting to start the Siebel Server
the following error occurs.

ERROR
-----------------------
SBL-SMI-00041: Internal: Could not start the scheduler thread

SBL-SMI-00153: SRBroker NOT READY Component is not ready.
SBL-SMI-00151: System component initialization timed out. System will shut down.
SBL-ADM-09152Could not send a notification message because we could not connect to the notification pipe ...

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Confirm that odbcsql connectivity is ok
2. Confirm that the Siebel Gateway is running
3. Start the newly configured Siebel Server

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, the Siebel Server is not available, srvrmgr cannot connect to the siebel server
