ACTUAL BEHAVIOR

Siebel update operation that produced a lock in production database table S_SRM_TASK_HIST

EXPECTED BEHAVIOR

 Siebel update operation should not cause a lock in production database table S_SRM_TASK_HIST

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Restart Siebel services
2.Siebel services operation starts again with table lock.


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot access Siebel application without performance degrade.
