Clear cache on responsibility screen

On : 15.3 [IP2015] version, System Admin
When attempting to click the "Clear Cache" button on the Responsibilities screen, the following error occurs.
Please check whether the server component SRBroker is down.(SBL-DAT-00609)
The issue can be reproduced at will with the following steps:
1. Access the Responsibility screen
2. Click the clear button
3. Error occurs
