Application Level Toolbar is not Visible for User who has Access to Single View (Doc ID 2076524.1)

Symptoms

1. Create an user who has access to only one view and make sure this view is not default home page view mentioned at application object level

2. Login to the application with newly created user credentials 

3. Notice application level toolbar which is not visible
