Opatch failed with error code 73: OPatch cannot load inventory from given Oracle Home (Doc ID 2078847.1)

Symptoms

When attempting to check the patch details using OPatch the following error occurs:

OPatch cannot load inventory from given Oracle Home
Opatch failed with error code 73

Steps to reproduce the issue:

1. Install IP2015 Tools
2. Change path to the Siebel Tools OPatch directory ->  cd C:\Siebel\Tools\OPatch
3. set ORACLE_HOME=[TOOL_PATH]  -> set ORACLE_HOME=cd C:\Siebel\Tools
4. opatch lsinventory
