Sudden Slow Down In Txn Processing On Loyalty Batch Engine (Doc ID 2078858.1)

Symptoms

On : 8.1.1.14.4 [IP2014] version, Loyalty

When attempting to start the batch engine the following error occurs.

ERROR
-----------------------
SBL-SVR-01069: This component is using unique keys and it is trying to register an existing key
Work object with ID <?> not found.(SBL-LTY-00163)
(oracon.cpp (3899)) SBL-DBC-00111: An error has occurred writing to a record.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Stop the batch engine
2. Start the batch engine

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot process records via the batch engine
