OpenUI Updateable System Messages (Doc ID 2078951.1)

Goal

Siebel OpenUI framework has a JS file that contains various system messages that are displayed. For example, when downloading an attachment the IDS_FILE_DOWNLOAD_PROMPT message from the swemessages_enu.js file is displayed.

Is there a way to customize these messages without modifying this out of the box JS file?

For example the out of the box IDS_FILE_DOWNLOAD_PROMPT message reads "You are downloading the file %1. Would you like to open the file or save it to your computer?"
Requirement is for the message to read : "You are downloading the file %1. If your browser security permits Java, you may see an option to Open the file. Otherwise, please click the Save button to download the file to your computer.";
There are times when customers using the customer application will not have JAVA enabled so the out of the box message referencing 'Open' does not make sense.

Need is for Development to either move these messages into the Database and provide a way to change them (i.e SYMBOLIC STRINGS), or redesign the process such that we can write a custom script that will replace the value in the _SWEmsgAry.
