Workload Condition Applet or Workflow Condition Applet Give Error SBL-DAT-00402 When Creating a Condition Or Value Pick List Show No Records

Workload Condition List Applet show the error: unable to change the value in Workload Condition applet, when trying to edit/add a new workload condition.
The same behavior also is observed when using Workflow Condition Applet for a workflow policy.
Another scenario for this is when on Workflow Condition Applet any workflow policies when the Value column does NOT show any values in the pick list and the user can not set any Values for the workflow policy condition. This affect also standard workflow policies.
The existing workflow policies including the standard one and ones edit previously works fine, but the Siebel Administrator can not modify or create new workflow policies conditions or workflow conditions.
The behavior is NOT observed in all Siebel environments, some environments work fine like Development, but Production and UAT (User Acceptance Tests) environment are not working with the same repository and list of values and parameters.
The error observed in Siebel Object Manager log files when trying to edit or add a workflow policy such as "Call Report Notification" and change condition field Call Reports Supress to some other string value it show:
The behavior can be reproduce at will in some Siebel Enterprise environments like from Production environment where the issue is happening:
A.1) Navigate to Site Map>Administration - Assignment> Workload Distribution Rules
A.2) Select a workload rule in Workload Rules list applet
A.3) Change the value in Workload Condition List applet
A.4) receiving below error
SBL-DAT-00398: Field 'Value' does not exist in definition for business component 'Workload Condition'.
B.1) Navigate to Site Map>Administration - Business Processes> Workflows Policies> select a workflow policy such as standard "Increment Contact Hard Bounce Count"
B.2) Go to Conditions child list applet
B.3) Select a Condition Field associate to a pick list such as "Email Bounce Type" and the Values does not show up in the pick list as expected.
There is affecting all workload condition and workflow policies conditions on the affected environment.
