Migration logs show reg_entry.txt (The system cannot find the file specified) error while running UpgPhys during upgrade (Doc ID 2083184.1)

Symptoms

Customer was running upgrade from 8.1.1.4 to IP15 patchset4 on DEV environment with oracle database and IRM ran successfully. However, UpgPhys was failing with below error:

2015-11-11 12:50:47 : Error in SetODBCName functionD:\Siebel\15.0\ses\siebsrvr\log\upgphys_dev_811sia\output\SWTMigration\Log\reg_entry.txt (The system cannot find the file specified)
