Workflow Process Batch Manager Staying In ‘Online’ State After New Installation.

Siebel UAT environment consist of 8 Siebel servers. Out of which on 1 Siebel server we did a fresh installation. After the installation could see components like WfProcBatchMgr and WfProcMgr are staying in ‘Online’ and not going to ‘Running’ state.
Created a job for WfProcBatchMgr specifying the requested server to process a record, but on submitting the job it is remaining is queued state and the component stays in 'online state. Note, WfProcBatchMgr is shutdown on other servers.
