Custom Workflow Component Does Not Stay Online (Doc ID 2089887.1)

Symptoms

ACTUAL BEHAVIOR
---------------
After Upgraded from 8.1.1.9 to 8.1.1.14, we created a custom component, it does not stay online, the status is "Not Online".

Here is an example of the custom WfProcMgr component extracted from siebns.dat:

EXPECTED BEHAVIOR

The custom component stays online.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Execute srvrmgr command to create a custom Workflow Process Manager (WfProcMgr) component.

Also could script the commands for creating custom components.
2. After restart Siebel Server service, the newly created WfProcMgr component is not online.
