After Upgraded from 22.214.171.124 to 126.96.36.199, we created a custom component, it does not stay online, the status is "Not Online".
Here is an example of the custom WfProcMgr component extracted from siebns.dat:

The custom component stays online.
The issue can be reproduced at will with the following steps:
1. Execute srvrmgr command to create a custom Workflow Process Manager (WfProcMgr) component.
Also could script the commands for creating custom components.
2. After restart Siebel Server service, the newly created WfProcMgr component is not online.
