Siebel Disconnected Mobile: iOS9 - Unable to go Offline when Database was re-extracted

Steps to replicate the issue:

1. Login to ePharmaM application with a Mobile user for which DbXtract was not yet done.
2. Run DbXtract for this user - and let that complete.
3. Try to go Offline.
4. Restart application.

Actual Results:
3. Got a popup message with "Sync Node Id is needed to synchronize"
4. Always getting this message

Expected Results:
After restart, to be scheduled a MobileDbXtract task and to generate dmdata for that Mobile user after that DbXtract has been completed.

The issue has the following business impact:
Due to this issue, users cannot switch to Offline mode when node is re-extracted (DbXtract).
