SBL-SEC-10018: Protocol error encountered intermittently for Siebel LDAP authentication with SSL (Doc ID 2090355.1)

On : [IP2013] version, Security / Authentication

When attempting to access UCM Object Manager with LDAP authentication, there are intermittent login failure pages and the following error occurs in the logs:

GenericLog GenericError 1 00002fc156345dbe:0 2015-12-04 12:01:07 (secmgr.cpp (2768) err=4597538 sys=0) SBL-SEC-10018: Protocol error
GenericLog GenericError 1 00002fc156345dbe:0 2015-12-04 12:01:07 (secmgr.cpp (2840) err=4597521 sys=0) SBL-SEC-10001: An internal error has occurred within the authentication subsystem for the Siebel application. Please contact your system administrator for assistance.

The issue can be reproduced at will with the following steps:
1. Setup LDAP authentication for Siebel UCM Object manager
2. Setup SSL between security adapter and directory server and make sure SSL is initializing
3. Check to see if LDAP authentication is working without any intermittent issue

The issue has the following business impact:
Due to this issue, users cannot access UCM OM with LDAP sometimes and this was causing a setback.
