Unable To Access Siebel File System with $ sign in the file system path

On : [23012] version, System Admin

When attempting to attach files the following error occurs.

Error in FS Log:
FSM::createFile: Unable to open file \\ALJCRMGWVS\d$\FS

Error While attaching File in Administration - BIP Reports:
Error occurred while creating file in filesystem. Please contact your system administrator.(SBL-SVC-00184)

The issue can be reproduced at will with the following steps:
1. Go to Administration - BIP Reports
2. Try to attach a file, the error occurs.

The issue has the following business impact:
Due to this issue, users cannot attach files to the file system
