Siebel 7.7.x Window Comes To Front When An Inbound Call Comes, regardless of parameter setting : Bring Siebel to Front

Information in this document applies to any platform.
Users are configured to use CImpllicity and Stars Softphone for Inbound Calls. If Cimplicity or any other window is front and when an inbound call comes, Siebel window always come on top of other windows.
Id there a way we can STOP this and force Siebel window to stay at backgroud.
I have tried to disable the User Preference setting in Siebel to bring the Siebel window in front in case of any communication event but it’s not working.
