User Need to Click Enter Twice to Execute Query while Querying on LOV Field

Users need to click Enter twice to execute the Query if using LOV field
STEPS TO REPRODUCE:
The issue can be reproduced using the following steps:
- Log into Siebel 220.127.116.11 application using Open UI
- Query for an address in Administration - Data > Address
- Type 'ca' or 'CA' in state field
- Do not Tab Out
- The User have to click Enter twice to execute the Query
If the user tabs out, then the Query is executed fine with one click of the Enter.
