Update Of Promotion Rules Does Not Reflect By Clear Cache

When the Lang Code of Loyalty Component is different from the object manager Lang Code, changes to Promotion and clear caching does not reflect without recycling the object manager.
If both the object manager and the Loyalty component Lang Code are same then the changes are reflected by clear cache
The issue can be reproduced with the following steps:
1) Set the Lang Code = FRA for the Loyalty Components
2) Set the Lang Code for Loyalty Object Manager = ENU
3) Change promotion rules , then update cache.
The changes are not impacted
Set the Lang Code same the Object Manager and Loyalty Components, the changes are reflected after clear cache.
