Refine Query(ALT+R) on picklist field gives inconsistent results

Reproduction Steps:
1.Navigate to service request screen
2.Query on status field with Not(canceled or closed) and execute query
3.Refine the query and modify the refine query.Results are not retrieved as the refine query is appended with quotes
