After Applying PS5, Unable to Connect Gateway

On : 15.5 [IP2015] version, System Admin

When attempting to start siebel services ,
the following error occurs.

Fatal error (2555922): Could not open connection to Siebel Gateway configuration
store (%1:%2)., exiting...

The issue can be reproduced at will with the following steps:
1. Not able bring siebel application after IP15.5 patchset applied

The issue has the following business impact:
Due to this issue, users cannot bring up the siebel services and use the environment.
