On : 15.4 [IP2015] version, Client Functionality

New File button allows user to select the attachment the button is disable in Application in IE 11

Issue with IE11

New File button in the attachment option is disabled in the application as per the functionality.
But when the user click on the button though it is disabled, it opens up the pop up to select the attachment to get added. When the user select some attachment and try to save ,system is throwing the error as "Method NewFile Attachment is not allowed here

The same operation is just works fine in HI. Since the button is disabled, the user will not be able to select any attachments. In OpenUI also, in chrome the functionality is working fine. Issue is reproduced with standard SRF

The issue can be reproduced at will with the following steps:
Steps to reproduce the issue:

1. Login into Siebel Application Open UI 15.4
2. Go to Site Map
3. Search Attachments, then navigate directly to Attachments applet under Activities->Meeting List ->Attachments
4. Try to add Attachments without adding Meeting List
5. New File Button is disabled in Attachments
6. Click on the New file button
7. Pop up gets opened which will enable the the user to select the attachment
8.Click Open button in the pop up
9.Save the record. Error can be seen
